Systems thinking and System Dynamics (SD) modelling are an internationally recognized tool originated from MIT Sloan School of Management in order to assist organizations in managing complex information. This paper takes the higher education system in Taiwan as an example and highlights the importance of having systems thinking and SD-based strategic architecture for the current management system in Taiwanese education fields and social resources. Education for sustainable development is also conducted by the United Nations which includes 5 main areas, Advancing policy, transforming learning environments, building capacities of educators, empowering and mobilizing youth, and accelerating local-level action. Our purpose is to reach the goal of education for sustainable development by advancing educational policy. This paper provides a behaviour over time chart as the framework of the educational policy-making process. This study employs a system dynamics model and systems thinking to fulfil the need for a manageable range for policy-makers to advance policy. Our research aims to advocate and popularize the SD model by integrating information and comparing the different outcomes with or without the model. We contribute to the broader discourse on optimizing the management method in Taiwan's higher education system, emphasizing the significance of using strategic architecture for better policy management system.
